SAILING INSTRUCTIONS

 

1.             RULES.

 

1.1           The Regatta shall be governed by the Rules as defined in the 2001/2004 Racing Rules of Sailing (RRS),

all relevant class rules, except as any of these are changed by these Sailing Instructions, the Notice of Race

and these Sailing Instructions.

 

1.2           The Sailing KZN Requirements for Provincial Championships will be applicable.

 

2.             NOTICES TO COMPETITORS.

 

2.1           Notices to competitors will be posted on the Official Notice Board, located in the XXX Yacht Club.

 

3.             CHANGES TO SAILING INSTRUCTIONS.

 

3.1           Any change to the sailing instructions will be posted before 10h00 on the day that it will take effect,

except that a change to the schedule of races will be posted by 18h00 on the day before it will take effect.

 

4.             SIGNALS MADE ASHORE.

 

4.1           Signals made ashore will be displayed on the flagstaff at the marina office, situated at the entrance to the floating moorings.

 

4.2           When the flag AP is displayed ashore, the warning signal will be made not less than 45 minutes after the AP is lowered

 (with one sound signal)

 

4.3           Any other signals which may be applicable ie. The protest period etc.

 

5.             SCHEDULE OF RACES.

 

5.1           Racing is scheduled as follows : a maximum of FIVE races are scheduled

5.4           The code flag “AP” displayed on the committee boat at the end of a race shall indicate that the next race

will be sailed soon after the last boat in the current race has finished.

The next warning signal will be made one minute after the lowering of the “AP” with one sound signal.

 

6.             RACING AREA.

 

6.1           The approximate racing area shall be offshore Durban between the Umgeni river mouth and the

North harbour breakwater.

 

7.             THE COURSE.

 

7.1           The course for all classes shall be as detailed on Appendix A attached to these instructions.

 

7.2           The approximate compass bearing to mark #1 will be displayed on the committee boat before

 the warning signal for the first start.

 

8.             MARKS.

 

8.1           Marks 1,2 & 3 will be Yellow Pyramid shaped marks.

Replacement marks shall be Orange/Red Cylindrical marks.

The Start mark will be a boat displaying an orange flag on a staff.

The Finish mark shall be a Yellow Cylindrical mark.

 

9.             THE START.

 

9.1           Races will be started using RRS 26.

 

9.2           After the first start, the Warning signal for each succeeding class shall be made with the

starting signal for the preceding class.

 

9.3           The starting line shall be between a staff displaying an orange flag on the committee boat at the Starboard end

and the start mark on the Port end.

 

9.4           Yachts whose warning signal has not been made shall keep clear of the starting area and of all yachts whose

warning signal has been made.

 

9.5           A yacht starting later than 4 minutes after her starting signal will be scored Din Not Compete. This changes rule A4.1.

 

10.          CLASS FLAGS & STARTING ORDER.

 

11.1    The following Class Flags and starting order for the first race of the day shall apply.

 

1st Start         L26 Class                    Code flag ‘F’

2nd Start        Stadt 23 Class            Code flag ‘G’

3rd Start         J22 Class                    Code flag ‘J’

 

11.          CHANGE IN POSITION OF THE NEXT MARK.

 

11.1        To change the position of the next mark, the race committee will move the original mark, or lay a new mark and remove

the original mark as soon as practicable. The change will be signaled before the leading boat has begun the leg, although

the new mark may not yet be in position. Any mark to be rounded after rounding the new mark,

may be relocated without further signal, in order to maintain the course configuration.

 

11.2        Rule 33 is changed so that instead of displaying a compass bearing, the race committee will display a green flag if the

direction has been changed to starboard, or a red flag if the direction has changed to port.

 

12.          THE FINISH.

 

12.1        The finishing line shall be between the staff displaying an orange flag on the Committee boat at the Starboard end

and the Finish Mark at the Port end.

 

12.2        The Race Committee may shorten the course at a mark by displaying the code flag S and the appropriate Class Flag(s),

with two sound signals before the leading yacht of the class concerned has reached that mark. Yachts of that class

(those classes) will then finish between the staff displaying an Orange flag on the Committee boat and the nearby

Mark from the direction of the last mark.

 

12.3        The Race Committee may shorten the course at a mark by displaying the code flag S and the appropriate Class Flag(s),

with two sound signals before the leading yacht of the class concerned has reached that mark.

Yachts of that class (those classes) shall then finish at the prescribed Finish Line.

 

12.2 or 12.3 should be deleted.

 

13.          PENALTY SYSTEM.

 

13.1        RRS 44.2 is changed so that the 720 degree turn is replaced by a 360 degree turn.

 

14.          TIME LIMIT

 

14.1        Yachts failing to finish within twenty minutes of the first yacht in her class shall be scored Did Not Finish.

This changes rule 35 and A4.1.

 

14.2        Handicapped yachts failing to finish within twenty minutes of the yacht’s own handicap time of the first yacht

in her class shall be scored Did Not Finish. This changes rule 35 and A4.1.

 

15.          HAULING OUT RESTRICTIONS.

 

No yacht shall be removed from the water, between the start of the first race and the finish of the last race

without the prior written permission of the Race Committee.

 

16.          PROTESTS.

 

16.1        Protests shall be written on forms available at the race office and delivered there before the protest time limit.

 

16.2        The “Protest Time limit” is ????????

 

16.3        Protests wherever possible, will be heard promptly and in the order of receipt. Protest notices will be posted

within 30 minutes of the end of the protest time limit, to inform competitors of the time of the protest hearing(s).

 

16.4        On the last day of the regatta, a request for the reopening of a hearing shall be delivered,

(a)            within the protest time limit if the party requesting reopening was informed of the decision on the previous day,or

(b)            no later than 30 minutes after the party requesting reopening was informed of the decision on that day.

This changes rule 66.

 

17.          SCORING.

 

18.1    The ‘Low Points’ scoring system RRS Appendix A4 will be used in all classes.

 

18.2    A minimum of FOUR races shall be completed.

If four races are completed, all race results will count.

If FIVE races are completed, ONE race result shall be discarded.

If EIGHT races are completed, TWO race result shall be discarded.

 

18.          REPLACEMENT OF CREW.

 

18.1        Substitution of the skipper after the first race is prohibited.

 

18.2        Substitution of a crew member will not be allowed without the prior written approval of the Race Committee.

 

19.          PRIZES.

 

19.1        Prize Giving will be held at a cocktail function on Friday 5th July after the last race 18h30 for 19h00.

 

19.2        The XYZ trophies together with other prizes will be awarded, full details of which will be posted on the

Official Notice Board prior to the first race.

 

19.3        Sailing KZN Provincial Championship Medals will be awarded to the skipper and crew subject to the

requirements of clause 15 of the Notice of Race.

 

20.          SAFETY EQUIPMENT.

 

20.1    All skippers shall sign a declaration certifying compliance of their yacht with the safety equipment requirements of clause 16 of the Notice of Race.
