a.) Inhaca Island Easter Race will be referred to as the Race.
b.) Zululand Yacht Club Inhaca 2005 Race Committee will be referred to as Race Committee.
c.) All times mentioned in the sailing instructions are South African Standard times or equivalent GPS time.
a.) The Race will be managed by the Race Committee, which shall have full power to decide all matters relating to the Race.
b.) The Race Committee has delegated to the Protest Committee the hearing of protests and will abide by its decisions.
The Race will be sailed under the International Sailing Federation Racing Rules of sailing for 2001 to 2004 (which are still valid until July 2005), the International Regulations for the Prevention of collisions at Sea, the class rules of any section of the fleet entering as a class, the Notice of Race and these Sailing Instructions. In the event of conflict between any of the rules above, they shall take precedence in reverse order; i.e the Sailing Instructions takes precedence over all others, then the NOR next, etc.
Except that between 19h00 hours and 05h30 hours the International Regulations for Preventing Collisions at Sea will replace the rules of RRS Part 2.
Specific attention is drawn to RRS
Fundamental Rule 4, which states: A boat is solely responsible for deciding
whether or not to start or to continue racing.
a.) The Race is open to all yachts falling within the specified size limits and minimum crew compliment requirements.
b.) All participating yachts must comply with all safety requirements for Category 1 as detailed in the South African Sailing Special Regulations for Sea Going Yachts – January 1995.
c.) Category 2 yachts may enter, however they must upgrade all items of safety equipment, for the duration of the event, to comply with Category 1 safety requirements. Note:- These items may be borrowed or hired.
d.) The Race Committee reserves the right to refuse any entry without stating a reason for such refusal.
e.) The skipper and all crew members must be members in good standing of a SA Sailing affiliated Yacht Club, failing which he/she will be required to purchase temporary SAS membership for the duration of the event.
f.) At least one other person on each yacht must be in possession of at least a SA Sailing Coastal Skipper’s certificate or equivalent, these must be submitted along with all the documentation when entering the event, the Race Committee will make the final decision.
a.) Minimum L.O.A. of 8.0 m
b.) Maximum L.O.A. of 27.0 m
c.) Minimum displacement of 2500 Kg
d.) Maximum internal ballast of 5% of total displacement
In the event of any protest being lodged against the measurement of an entrant, the cost of measuring the protested yacht will be borne by the party losing the protest.
All those taking part in this race do so at their own risk. The Organising Committee shall not be held responsible for the seaworthiness of a yacht whose entry is accepted, and reserves the right to refuse any entry. There shall be no appeal against this decision.
The owner provided, absolving the Race Committee or any yacht club, yacht clubs or persons assisting in the organisation of the face from responsibility for accidents, damage or injuries to their personnel, arising from any cause whatsoever during the Race or relating activities.
The safety of a yacht and her crew is the sole and inescapable responsibility of the owner, who must do his best to ensure that the yacht is fully found, thoroughly seaworthy and manned by an experienced crew who are physically fit to face the bad weather. He must be satisfied as to the soundness of the hull, spars, rigging, sails and all gear. He must ensure that all emergency and safety equipment is properly maintained and stowed and that the crew know where it is kept and how it is to be used. Neither the establishment of these special regulations, nor the inspection of the yacht under these regulations in any way limits or reduces the complete and unlimited responsibility of the owner* to decide whether or not to start or continue to race.
*DEFINITION OF OWNER: - For the purpose of these Regulations, the term “owner” shall mean the persons whether natural or corporate to whom a yacht belongs, or in which they hold shares and shall include a person who charters, leases or hires the yacht or in whose charge and control the yacht has been placed or such other person duly authorised by the owner to act in the owner’s name.
The skipper is responsible for his yacht and crew at all times, as from departure from home port until arrival at home port, both ashore and afloat and any yacht or crew member who brings the Race into disrepute in any way may be dealt with by the Protest Committee as a rule 69 protest, who will send all the information to SAS for them to take the appropriate action.
a.) The minimum crew complement shall be a skipper and two crew, suitably experienced, there is no maximum complement.
b.) If for any reason the number of crew is reduced to below the minimum after the start, this fact must be reported to the Race Committee as soon as possible, and the Race Committee may in its discretion upon good and sufficient reason being shown, condone the breach of this regulation.
c.) A crew list on the form provided shall be submitted not later than 11th of March 2005 at Zululand Yacht Club. Corrections may, however, be accepted up to two hours before the start of the Race.
a.) The Race will be run with ONE handicap system, namely the Zululand Yacht Club handicap system.
b.) Handicaps will be determined by the Handicap Committee and will be based on the Zululand Yacht Club PHRF ratings.
c.) Where a yacht is not included on the ZYC PHRF ratings, she will be required to complete the prescribed measurement form, in order that a handicap may be computed.
d.) Handicap ratings will be issued to all entrants by the 15th of March 2005, providing that all the yachts details have been completed on the entry form. All objections to handicaps shall be submitted in writing to the Handicap Committee before 18h00 on 16th of March 2005 for consideration. Its decision shall be final and will not be open to re-negotiation and no correspondence will be entered into.
a) There will be two divisions sailed in the Race, namely :-
Division 1 :- ZYC PHRF handicapped mono hulls
Division 2 :- ZYC PHRF handicapped multi hulls.
Separate results will be published and prizes awarded where there are four or more yachts of a “one design” class competing and / or four or more yachts with a valid IRC rating certificate competing.
The Race Committee reserves the right to inspect yachts for eligibility, equipment requirements and measurement at any time. When an inspection is held, the skipper must be on board. If the yacht does not comply with these requirements, or if any item of measurement differs from that appearing in her IRC rating certificate, her entry may be rejected or she will be liable to disqualification or such other penalty as may be prescribed by the Race Committee and permitted to start shall not be challenged or be subject to protest on these grounds. All inspection requirements must be completed 72 hours prior to the start. Any failure to meet this deadline will be referred to the Race Committee, which may exercise its right to reject the entry or impose a penalty. In all matters relating to these Sailing instructions, the Race Committee will recognise only the declared skipper of the yacht entered as the person solely responsible for compliance therewith.
For one hour before the start, one hour after the start, and from one hour prior to finishing, all yachts must have their names clearly displayed either on both sides of the hull or on a guard rail banner. The size of the letters of the yachts name must be at least 250mm in height.
No Yacht will be allowed to start the Race or be in the running for any prizes if they have not completed all of the following: -
a.) Completed and handed in the entry form, crew list and indemnity form to the Race secretary- Heather at ZYC or to the Race officer at the compulsory briefing at 17h00 hrs on Thursday the 24th of March 2005.
All competing skippers, or their representatives, are required to report to Lucas’ Restaurant on the 24th of March 2005 for a briefing, at 17h00
Alterations to the sailing instructions may be made by the Race Committee up to one hour before the start of the Race. If any alteration to these instructions is necessary subsequent to the briefing, skippers or their representatives are to acquaint themselves with details of all alterations. The Race Secretary against a signature for each yacht will issue written copies of the alterations. If necessary, modifications to these sailing instructions may be made by the Race Committee by using the VHF Radio on Channel 06 (or other specified channel.) All skippers will, if necessary, be asked to confirm their acceptance of these “new” instructions.
The Race Notice Board will be at the Race Secretary’s office at ZYC, and at the Inhaca Island Hotel lobby from 11h00 on the 24th of March 2005 (the day before the start of the Race.)
The starting line identification and position will be advised at the final briefing at Inhaca Island before the start of the Race.
The Race will start on Friday the 25th of March 2005 at 10h00 or as otherwise specified by the Race Committee.
The Race Committee or Race Officer will issue radio communications prior to the start of the Race in the form of any sailing instruction amendments (if necessary) and/or the starting signals.
Crew may leave by any means to take no further part in the Race, in the case of illness or injury, and may rejoin the yacht during the Race, but otherwise gear or stores may be taken to or from the yacht only by the efforts of her crew without outside assistance, and with the consent of the Race Committee.
a.) All division and/or classes will start together and the 10-minute countdown signal will be called up on VHF Channel 06 at ±09h50 (or as otherwise stated) on Friday the 25th of March 2005.
b.) The Race will be started by a Start Boat, which will be lying on station on the start line.
c.) The Race will be started in accordance with ZYC starting procedures and will be a radio start.
d.) The start will be on VHF Channel 06, or as specified, and the starting sequence will be as follows:

a.) A yacht which has been delayed and has not been able to arrive in the vicinity of the starting line when the signal is made ten minutes before the start; may use her engine or be towed towards the vicinity of the starting line for the purpose of enabling her to cross the starting line and afterwards under sail alone complete the Race up; to five minutes before the start of the Race.
b.) But a delayed yacht availing herself of this privilege shall cease to use her engine or be towed (up to 500m from the start line) and then make a complete 360-degree turn before the yacht crosses the starting line. A yacht so starting shall report the circumstances to the Race Committee after the Race, who shall decide whether she is regarded as a bona fide starter.
a.) Individual recalls will be announced by the Start Boat on VHF Channel 06
b.) General recalls will be announced by the Start Boat on VHF Channel 06
At the end of the General Recall on VHF Channel 06 the Start Boat will immediately announce the Ten Minute signal (as per item 18 in the Sailing Instructions.)
For all restarts any boat crossing the Start Line after the ONE MINUTE signal (as per item 18 in the Sailing Instructions) will be required to round the Committee / Start Boat before restarting.
Yachts retiring from the Race shall, as soon as possible, report such fact by radio, telephone or telegraphic communication to the Race Committee, their contact numbers are as follows:-

a.) All yachts are required to contact either of the following individuals at least one hour prior to finishing the Race as they will be facilitating the time keeping at the finish Line.

b.) The Finish Line shall be an imaginary line between the white light on the South breakwater; information obtained from Hydro graphic chart reference number INT 7571 / SAN 1033 [FI 3s 16m 6M Racon (N) ] and the green light on the North breakwater ; information obtained from Hydro graphic chart reference number INT7571 / SAN 1033 [ FI (2)G. 5s 16m 6M ] at the entrance to Richards Bay harbour.
c.) All competitors are required to record their finishing time (South African Standard Time and or GPS equivalent time) and, if known, the names of the yachts finishing immediately ahead of and behind them on the Declaration Form (see attached.)
d.) The finishing time shall be validated with the skipper’s signature and shall be countersigned by one of the crew aboard that yacht.
e.)
Please take note and be aware of the wreck that is located on the
north side of the harbour entrance. It
is clearly marked by a black and red wreck marker buoy [ FI (2) 5s ] and is
also displayed on the Hydro graphic
chart reference number INT 7571 / SAN 1033.
a.) The cut-off time, by when competitors in all divisions must have crossed the finish line in order to be classified as official finishers, will be 12h00 on Sunday the 27th of March 2005. Any yacht failing to cross the finish line by this time will be regarded as not having completed the Race or Did Not Finish.
b.) The Race Committee may, however, extend the time limit should they deem it necessary to do so.
Before crossing the finishing line, all yachts must contact “Richards Bay Port Control” on VHF Channel 16 and obtain permission to enter the harbour. Only once obtained, may you enter the port and then you must proceed directly to the Zululand Yacht Club Wharf to await Customs and Immigration clearance.
All crew of all yachts must remain within the ZYC premises until cleared by Customs and Immigration.
A Declaration Form (see attached) is provided and must be fully completed and lodged with the Race Committee on arrival, but in any case within 24 hours after completing the Race and/or before 14h00 on Sunday the 27th of March 2005. If there is any undue delay in lodging this declaration, the yacht may be treated as having failed to complete the course or Did Not Finish.
Any contravention, however trivial, to these instructions, the Sailing Instructions, the International Sailing Federation Racing Rules of Sailing for 2001 to 2004, or the International Regulations for Preventing Collisions at Sea (where they are applicable) must be reported on the declaration and must be accompanied by the log, or a copy of the log or track chart. As competing yachts will for considerable periods be sailing out of sight of other vessels, watch-keepers may on occasion be the sole witnesses of any event, which should be declared.
The placing of each yacht in the Race will be determined by its corrected time in seconds, taken from the elapsed time declared by the yacht between the start and the finish line.
a.) The basic elapsed time of a yacht shall be the interval of time from the starting time until the yacht crosses the finish line.
b.) The calculated elapsed time shall be the basic elapsed time amended, and if applicable, by any penalties imposed and/or allowances granted to the yacht by the Race Committee and multiplying this with the yachts allocated ZYC Handicap.
a.) If a yacht disobeys or infringes the provisions of any of these instructions or of the Sailing Instructions of the International Sailing Federation Racing Rules of Sailing for 2001 to 2004, where applicable, or the International Regulations for Prevention of Collisions at Sea, in circumstances which in the opinion of the Race Committee do not constitute a gross breach thereof, she may be penalised by having her corrected time increased. This right in no way detracts from the right of the Race Committee to disqualify a yacht for a gross breach of any of the Rules, Regulations, Conditions or Instructions.
b.) If the yacht incurs a time penalty under this regulation and subsequently might qualify for a prize based on elapsed time, her elapsed time shall be increased by the same percentage as under (a) above before deciding whether she has won that prize.
All yachts are required to keep a listening watch on VHF Channel 16 for the duration of the Race. However communications with the committee Boat must take place on VHF Channel 06.
R/T Communication is recommended and the yacht’s equipment should be able to transmit and receive by voice on the following SSB channels: -
a.) The specially allocated Race Frequencies 4146 kHz (mode A3J)
b.) The international calling and distress frequency 2182 kHz (mode A3H) and the ship to shore calling frequency 4125 kHz (mode A3J)
Any other communication instructions that form part of these sailing instructions will be issued separately if necessary and as and when required.
Reporting of positions by all yachts and weather conditions by selected yachts must be made in accordance with the Communication Instructions.
There is no restriction on the type and usage of electronic aids carried aboard, provided they do not contravene any of these Race Instructions. Any method of navigation is allowed as long as it uses information available to all.
Automatic steering by mechanical, electromechanical or by wind vanes is prohibited.
a.) An engine may be used for bilge pumping or for supplying power for weighing anchor or hauling off or for charging batteries, if the main engine is used for any of these purposes, it must be fitted with an orthodox clutch or neutral gear so that when so used, power is not transmitted to the propeller shaft.
b.) If the engine is run for the purpose of picking up a man overboard or rendering assistance, the circumstances must be reported in the declaration.
a.) Sails shall be set only in those areas which have been measured or declared for inclusion in such area and must not exceed the limits specified.
b.) Sails may be sheeted to the main, fore or mizzen boom, but the point of attachment of the sheet lead to the boom may not, without penalty, be more than 150mm outside the after black band, or the clew outhaul sheaf if there is no black band. Mizzen staysails cut in the shape of a spinnaker shall in all respects be treated is mizzen staysails and may not be used with a spinnaker pole.
c.) There will be no limit on the number of spinnakers carried.
d.) A device for keeping the spinnaker boom guy away from the weather rigging shall not be regarded as a second spinnaker boom. A spar so used may not exceed the beam of the yacht in length.
The Race shall be a category C event in terms of the International Sailing Federation Racing Rules of Sailing for 2001 to 2004 Appendix 1, Regulation 20. Sponsors advertising decals, if required, shall be displayed on the Port and Starboard bow and will be supplied free of charge. Advertising is limited to advertisements, which, in the opinion of the Race Committee, do not conflict with the race sponsor or government regulations, and are considered to be in good taste.
The official Race distance will be taken as 220 nautical miles.
The official Race record holder is the yacht “Parole” (a 50ft Jeanneau Trinidade) with a time of 25 hours and 52 minutes; the record has been standing since 2001.
The prize giving will take place at 17h00 on Sunday the 27th of March 2005 at the Zululand Yacht Club.
Notices to Mariners are being promulgated through Port Office Authorities and the South African Hydro graphic Office to advise shipping of the Race. Ships are being requested to keep a sharp lookout for yachts and to report their positions where possible.
a.) Yachts completing the Race but not entering the Port of Richards Bay must report this to the Race Committee upon crossing the Finish Line.
b.) The Race Declaration Form (see attached) must be faxed to the Zululand Yacht Club on arrival in Durban or homeport within 24 hours after completing the Race and before 14h00 on Sunday the 27th of March 2005. If there is any undue delay in lodging this declaration, the yacht may be treated as having failed to complete the course or Did Not Finish.

Full yacht chandelling facilities will be available on the ZYC premises, namely: - Zululand Yacht Services and they can be contacted on (035) 788 0352.
Unless otherwise informed by the Race Committee in writing, the standard visa requirements for yacht and crew will apply, and is the responsibility of the competitors.
a.) Camping facilities will only be available to members of ZYC and family members of crew participating the Race.
b.) Prior booking is essential and must be done through the ZYC Office.
