These documents are only designed to assist organizing
committees with the preparation of notice of race
and sailing instructions for Provincial championships.
This format is not mandatory but is reccomended,
however all of the information (other than the BLUE & GREEN text)
contained herein is essential for approval.
The
information shown in RED text requires editing to suite the particular
championship,
the BLUE text is
optional and the GREEN text is explanatory only.
Draft Notice
of Race & Sailing Instructions must be submitted to Sailng KZN for approval
PRIOR TO THEM
BEING PUBLISHED FOR COMPETITORS and at least two weeks should be allowed for
approval.
2002/03 L26, STADT 23 AND J22 PROVINCIAL CLASS
CHAMPIONSHIPS
TO BE HELD AT THE XXX YACHT CLUB
From 28th June to
5th July 2002
1. ORGANISING AUTHORITY
The regatta is organized by the Point XXX Club in conjunction with the YYY Class
Association
under the authority and sanction of Sailing KZN.
2. RULES
The Regatta will be governed by the Rules as defined in the
2001/2004 Racing Rules of Sailing (RRS),
all relevant class rules, this Notice of Race and the
Sailing Instructions.
The Sailing KZN Requirements for
Provincial Championships will be applicable.
3. CLASSES
THIS IS ONLY
NECESSARY WHERE OTHER CLASSES WILL BE SAILING WITH THE CHAMPIONSHIP CLASS IN
THE SAME REGATTA,
IF NOT THEN JUST STATE THAT “THE REGATTA IS OPEN TO X CLASS YACHTS “
The Regatta is open to the following yachts :-
Provincial Championship Classes : L26, Stadt23 and
J22
Other Classes :
Sprogs etc.
4. ELIGIBILITY
EACH CLASS HAS ITS OWN REQUIREMENTS WHICH SHOULD BE INCERTED HERE
– CONSULT THE
CLASS RULES – EXAMPLE IN BLUE BELOW
The skipper and crew of the L26, Stadt 23 and J22 Classes shall all be members of a SAS affiliated club.
The Owner of a yacht in the L26 class shall be a member
of the relevant Class Association and in the event that the owner is not the
skipper
or part of the crew of the yacht, then in addition to the
Owner, the Skipper shall also be a member of the Class Association.
The Owner and Skipper of a yacht in the Stadt 23 class
shall both be a member of the relevant Class Association.
The Owner and
Skipper of a yacht in the J22 class shall both be full members of the relevant
Class Association
and in
addition every other crew member shall be an associate member of the Class
Association.
5. MEASUREMENT CERTIFICATES
Each competing yacht shall hold a valid class measurement
or registration certificate issued or accepted by SA Sailing the number
of which shall be stated on the entry form. A copy of the
certificate shall be submitted with the entry form and the original thereof shall be
available for inspection at Registration.
6. PROVINCIAL CHAMPIONSHIP REQUIREMENTS
THE MINIMUM REQUIREMENTS RELEVANT TO THE CLASS
CONCERNED AS DETAILED IN THE SAILING KZN
BYE-LAWS MUST BE ENTERED HERE – OBTAINABLE FROM THE
Sailing KZN Website OR THEIR OFFICE AT THE
POINT YACHT CLUB IN DURBAN – EXAMPLE BELOW IN RED
Stadt 23 and J22 Class
A minimum of six valid entries received one hour
before the scheduled starting time of the first race,
at least six finishers in any two races of the series
and at least four races completed in a class will be
required for the event in the class to qualify as a
Provincial Championship.
L26 Class
Requirements as for the J22 Class except that the minimum
entry and finishers requirements are five.
7. ADVERTISING.
The regatta is classified Category C in
terms of RRS Appendix 1, Regulation 20.
8. ENTRIES & LEVIES.
Entries shall be submitted on the Entry Form attached to
this Notice of Race accompanied by the Entry Fee of R150.00
together with copies of the appropriate registration
certificates, to reach the Race Secretary not later than
12h00 on Monday 24th June 2002. Entries received thereafter
will be subject to a fee surcharge of 100% and
will be accepted until the close of registration and entries
at the venue.
9. REGISTRATION.
Registration will take place at the Race Office at the main Clubhouse between 12h00 and
17h00 on Friday 28th June,
between 09h00 and 17h00 on Saturday 29th and between 08h00
& 16h00 on Sunday 30th June 2002 at which time
entries will close.
10. SAILING INSTRUCTIONS.
Sailing Instructions will be issued to competitors upon
registration.
11. HAULING OUT.
Keelboats will be subject to hauling restrictions as
specified in the sailing instructions.
12. SCRUTINY of EQUIPMENT
THIS SHOULD BE
INCLUDED EVEN IF YOU HAVE NO INTENTION OF SCRUTINEERING AT THE REGATTA
All yachts
competing in the Provincial Class Championships shall, if requested, be made
available for scrutiny by
official Class
measurers for compliance with the Class Rules.
13. SCHEDULE OF RACING
The following races are scheduled on Olympic
Triangle or Windward/Leeward courses Offshore Durban.
Sunday 30th June : Voluntary Practice race
for all racing classes. ( Start 12h00 )
Monday 1st July : The first race of the
regatta. ( Start 12h00 )
TWO races are scheduled per day from Monday 1st to Friday 5th subject to change in terms of
the sailing instructions.
A maximum of TEN races are scheduled.
14. SCORING.
The ‘Low Points’
scoring system RRS Appendix A4 will be used in all classes.
A minimum of FOUR races shall be
completed.
If four races are completed, all race
results will count.
If FIVE or more races are completed, ONE
race result shall be discarded.
If EIGHT or more races are completed, TWO
race results shall be discarded.
15. PRIZES, AWARDS & PRIZE GIVING.
The XYZ trophy and/or other trophies will be awarded to the overall
winners in each class or division.
Sailing KZN medals will be presented to competitors in
accordance with the Sailing KZN requirements for
Provincial Championships in accordance with the following
table and subject to the classes qualifying for
Provincial Championship status:
Yachts finishing at least 2 races Medal
Minimum 10 Gold
and Silver
11 or more Gold,
Silver and Bronze

APPLIED TO ALL DINGHY CLASSES – KEELBOATS AND SAILBOARDS HAVE DIFFERENT
CRITERIA
AND THE
NUMBERS WILL NEED TO BE EDITED
Any other special prizes should be
listed here.
16. SAFETY EQUIPMENT.
All competing yachts shall comply with
their class buoyancy and safety requirements
Notwithstanding any class rules, all
yachts shall carry the following :-
Minimum two litres fresh water
Minimum one serviceable fire
extinguisher
Minimum one stout bucket with lanyard
attached
One anchor suitable for the size of
boat, together with chain and minimum 20m warp.
One approved lifejacket for each
member of the crew
One lifebuoy
Minimum 20m tow rope
Serviceable inboard or outboard motor.
It is recommended that all yachts
carry the following :-
One VHF transceiver with at least
channels 16, 12, 6 & 26.
One First Aid kit.

18. LIABILITY
Participation in this event is entirely at the risk of
competitors and no responsibility for damage or injury resulting
therefrom will rest with the organising authority, class
associations, or any persons concerned with the conduct of the regatta.
